NORMAN A BAILEY PhD is an internationally recognized authority in economic statecraft (using economic measures to implement foreign policy goals). Formerly, he served as Special Assistant for International Economic Affairs under President Reagan, where he was instrumental in securing the US-Israel Free Trade Agreement, and as a staff member of the National Security Council Dr. Bailey oversaw the economic and strategic plan that won the Cold War. As such, he was indirectly responsible for the Aliyah of a million and a half (and counting) Russians to Israel. He also served on the senior staff of the Office of the Director of National Intelligence (ODNI) under President GW Bush. In 2011 he and his wife Barbara moved to Israel, where he taught at the National Defense College and the National Security Studies Center at the University of Haifa, authored a weekly column in Globes (the WSJ of Israel), and chaired the popular Bailey Seminar. Prof. Bailey has authored or edited six books, most recently The Grand Strategy, that Won the Cold War (2016) and Servants of the Devil (2021), about the professional, business, and financial organizations that facilitate the activities of criminal and terrorist organizations. He has also published hundreds of articles and lectures worldwide. Professor Bailey and his wife, Dr. Barbara Pfeffer Billauer, returned to the US in 2023 and reside in Greensboro, North Carolina.
