Professor Barbara Pfeffer Billauer is an internationally recognized scholar of the law of bioethics, public health, and medical care. She earned a B.S. (Hons.) in Biology and Science Education, a Master’s Degree in Occupational Health, a law degree, and a Ph.D. in Law. Additionally, she is certified in Public Health Risk Management. After practicing law for two decades Dr. Billauer joined the academic community. She holds faculty appointments at the University of Porto’s International Program on Bioethics, and the Institute of World Politics in Washington, D.C. A sought-after speaker, she has published extensively, both for the academic and lay audience, including the Harvard Bill of Health, the American Council on Science and Health, and the Greensboro News and Record, as well as in scholarly journals and law reviews. She has authored or edited seven books, most recently Health Inequity and the Elderly: The Impact of COVID Pandemic-Policy, Bioethics, and the Law (2021) and is currently Editor-in-Chief of the forthcoming monograph of the International Chair in Bioethics, Medical Ethics and Health Law (formerly the UNESCO Chair) on Gamete Anonymity: Practices and Perspectives from Around the World. Prior to pursing her secular higher education, she attended the (since disbanded) Teacher’s Seminary of Torah Academy for Girls (TAG). Her avocation is blogging about the role of science and law in unearthing new meanings in Tanach, which she posts at the Times of Israel and on SSRN.com.
